With straps like this clothes were closed, cloth pieces were attached (like sleeves), and complete garments were fastened.
Like on folio 35 verso in the Morgan Bible for example where the wounded "nesteled" his hoses with straps on his braies.
The brass endings are useful for a easier threading and provide the straps from feazing.
